The AIPA project, which digitalises the administration of justice by the public courts and the National Prosecution Authority, is progressing – the next step is to introduce an entity of criminal matters in the AIPA Information System

The project to develop the case and document management of the General Courts and the National Prosecution Authority (AIPA project) has advanced in the introduction of an information system that supports electronic working methods. The objective of the project is to move to a paperless digital working method in judicial matters and to build an information system that supports it.

In the AIPA Information System will currently be dealt with and resolved the summary fines at the National Prosecution Authority and secret cases of coercive measures and petitionary matters in district courts, as well as extensive civil matters and matters of precautionary measures. In addition, the General Courts and the National Prosecution Authority have the possibility to use the AIPA document management functions with the so-called Mini-AIPA functions.

The next step will be to introduce the entity of criminal matters in AIPA and the functionalities of the appeal courts. The introduction of the AIPA information system started in the National Prosecution Authority with AIPA functionalities based on the Act on Imposing of Fines and Summary Penal Fees in early 2017. In general courts, the use of AIPA began with the activities of secret coercive measures in the district courts in spring 2018. This was followed by the introduction of petitionary matters (excluding insolvency issues) in autumn 2020 and the introduction of extensive civil and precautionary matters in spring 2021. The AIPA project will end at the end of 2022.

The further development of AIPA has already begun during the duration of the project for those sections of the information system that are in use. Further development also envisages the implementation of activities that are not carried out in the scope of the project.

The Development Department of the National Courts Administration supports the courts in the development and transfer of national uniform electronic working methods to the AIPA system also in criminal matters. For this purpose, workshops and information will be provided to the courts. The Development Department also cooperates with other authorities in the criminal process chain to develop effective and effective working methods at all stages of the chain. Similarly, the National Prosecution Authority supports the development of electronic working methods and the introduction of the AIPA system in its own activities.

Work is underway on the planning and definition of the e-services portal to be built for attorneys and private parties.
