Organisation

The National Courts Administration is headed by a Director General. The Director General decides on matters that are not to be decided by the Board of Directors or some other public official under the law or the rules of procedure of the National Courts Administration. The Director General is elected by the Board of Directors for a term of five years at a time. Pasi Kumpula serves as Director General of the National Courts Administration.

The Administration consists of three departments. Within departments there are groups and teams that handle more specific tasks.


The administrative department

The administrative department is responsible for personnel matters at the National Courts Administration and for providing support to the courts in their personnel matters. From the beginning of 2021, the department will also deal with arrangements related to the transfer of public offices and public-service collective agreements at the courts. The Direcotor of the department is Tiina Kukkonen-Suvivuo.

The finance department

The finance department is responsible for the preparation of the budget procedure, the financial planning of the National Courts Administration, the performance management of the courts, the financial management of the accounting unit of the courts, and the administration of the premises of the courts insofar as the relevant decision-making powers are not vested in the Ministry of Justice. Raimo Ahola serves as director of the department.

The development department

The development department participates in the development of operations and the personnel of the court system in cooperation with the Judicial Training Board. The department is in charge of the maintenance and development of the information systems of the courts. The department is responsible for international matters at the Administration and for supporting the courts in their international matters. The Director of the department is Marko Loisa.

Heads and other personnel

Henna Pajulammi is the Head of Court Support and Social Relations while Pilvi Isotalus serves as the Head of Communications. Both work under the Director General and do not belong to any of the departments.

The National Courts Administration employs approximately 60 people.
